The e-mail program of the Canadian lottery a scam?

I just received an e-mail stating that I won a million $ 's E-Government Canadian mail program Lotteries in the United Kingdom. Should I follow through or is a fraud?

They will often ask you to call a premium rate number and keep you holding on while you rack up a huge phone bill. They are then paid a large part of this phone bill. They may ask you to divulge personal information about yourself or ask your bank or credit card. Do not disclose such information in any circumstance. It is surprising how many innocent victims have been duped by these types of e-mails. Remember just thieves who send them are very clever and extremely convincing. I suggest you delete the e-mail and send it into cyberspace, hopefully with the robber bastards who send them.
